Background
Pusat Pengurusan Strategik, Kualiti dan Risiko (PPSKR)
Universiti Teknikal Malaysia Melaka (UTeM)
Universiti Teknikal Malaysia Melaka (UTeM), formerly known as Kolej Universiti Teknikal Kebangsaan Malaysia (KUTKM), is the first Institusi Pengajian Tinggi Awam (IPTA) in Malaysia to adopt an application and practice-oriented teaching and learning approach. The university was officially established in the year 2000.
UTeM’s institutional commitment to quality excellence was first formalised through the establishment of the Bahagian Jaminan Kualiti & Akreditasi on 1 June 2003, led by a Pengarah (Director). Marking a significant shift in quality assurance governance, restructuring took place on 1 November 2004, which led to the upgrading of the division into the Pusat Jaminan Kualiti & Akreditasi (PJKA) and its recognition as a Pusat Tanggungjawab (PTj).
PJKA was responsible for embedding a quality-centric culture across the university through systematic management in the following key areas:
- Sistem Pengurusan Kualiti (Quality Management System)
- Akreditasi dan Pengiktirafan Program (Programme Accreditation and Recognition)
- Perancangan Strategik (Strategic Planning)
- Pembangunan Sumber Manusia (Human Capital Development)
On 16 October 2014, PJKA underwent a second phase of transformation and was restructured into the Pusat Pengurusan Strategik, Kualiti dan Risiko (PPSKR). At that stage, PPSKR was composed of four (4) main divisions:
- Pentadbiran & Kewangan
- Pengurusan Kualiti
- Pengurusan Risiko
- Pengurusan Strategik
In response to evolving governance needs and increasing complexity, effective 1 November 2023, PPSKR was restructured under the Pejabat Canselori as a PTj consisting of six (6) specialised divisions:
- Bahagian Pentadbiran & Kewangan
- Bahagian Pengurusan ISO
- Bahagian Pengurusan Akreditasi
- Bahagian Pembangunan dan Pengurusan Pelan Strategik
- Bahagian Pengurusan Penarafan, Data dan SDG
- Bahagian Pengurusan Risiko

The latest transformation, effective 1 Ogos 2024, marked the reorganisation of PPSKR as a Pihak Berkuasa Universiti (PBU) under the Pejabat Penolong Naib Canselor (Strategik & Kelestarian Global). This restructuring aligns with the reactivation of the Penolong Naib Canselor portfolio for strategic and global sustainability, aimed at strengthening UTeM’s capacity to plan, evaluate, and implement high-impact initiatives in a comprehensive and sustainable manner.

With a more strategic structure and an expanded scope of functions, PPSKR plays a vital role in supporting UTeM’s vision and mission through quality-driven governance, strategic alignment, and data-informed risk and sustainability management, all guided by international standards and institutional best practices.
